固定汇率制(又称钉住汇率制),是国家间货币采用固定汇率进行货币交换的制度,一国政府可通过行政方式限定其货币相对于另一货币的价值。该国政府依照一定重量的黄金,或者一定量的另一种货币,或货币组合给本国货币定价。固定汇率制共有金本位体系和布雷顿森林体系两种体系。

欧洲联盟诸国之间,(英国等除外)放弃各国的「自由经贸政策」,来维持固定汇率制。此固定汇率制,就是单一通商货币「欧元」。

1944年世界银行(IBRD)和国际货币基金(IMF)成立,为了促进自由贸易和资金流动订定黄金1金衡盎司为35美金(布雷顿森林协定),使得美金和黄金能够随时做交换。
