移动虚拟运营商
移动虚拟运营商（Mobile virtual network operator，MVNO）是指不拥有无线网络基础设施，向消费者提供无线通信服务的电信运营商。移动虚拟运营商向传统运营商批发通信服务后，制定具有自己特点的套餐提供给消费者。移动虚拟网络运营商可以使用自己的客户服务体系、计费系统、销售人员，也可以使用移动虚拟网络（MVNE）的技术服务。

Mobile virtual network operator 移动虚拟运营商A mobile virtual network operator (MVNO), or mobile other licensed operator (MOLO), is a wireless communications services provider that does not own the wireless network infrastructure over which the MVNO provides services to its customers. An MVNO enters into a business agreement with a mobile network operator to obtain bulk access to network services at wholesale rates, then sets retail prices independently. An MVNO may use its own customer service, billing support systems, marketing, and sales personnel, or it could employ the services of a mobile virtual network enabler (MVNE). |
