残存国家（英语：rump state），又译为残存政府、偏安国家、偏安政府、偏安政权，政治学名词，意指一个原先的大国家或大政府，因为国家分裂、遭受入侵、军事占领、国家或政权被人民推翻等，造成政府机构被部分颠覆，因而只拥有部份国土的政治实体。原本的大国家或大政府失去对大部分领土的控制及管辖能力，因此政府机能严重萎缩，它的国家政府组织与主权只能在这个小区域中运作。

残存国家是一种失败国家，它近似于流亡政府，都自认为是正统政权，宣称自己拥有全部国土的合法权利，并认为有一天将会重新控制所有的国土。但是在国际上，因为国力不强，可能只有得到部份国家的承认，在国际外交上受到很大的限制。它与流亡政府主要的不同，残存政府仍然控制自己国土的某一个部分，免于其彻底流亡国外的境地，而流亡政府则已丧失了全部国土的控制权，在外国政府的领土中运作。

A rump state is the remnant of a once-larger state, left with a reduced territory in the wake of secession, annexation, irredentism, occupation, decolonization, or a successful coup d’état or revolution on part of its former territory. In the latter case, a government stops short of going into exile because it still controls part of its former territory. For example, after the Qing government assumed control over most of China, the previous Ming regime turned to resistance in the south until its eventual conquest.
