三读是世界各地大部份立法机关通过法案的过程，因法案需要被宣读三次而得名。 以下是三读通过一条法案的大致过程，但各地的立法机关之间可能有轻微差异。 一读，又称首读，为法案首度在立法机关内曝光。提交法案的政府官员或议员会解释法案的目的。宣读完成后，法案随即进入二读的进程。 二读的进程中，法案首先会交由立法机关内的相关委员会详加研究，然后恢复二读辩论。议员会在辩论中发表意见，并可提出修正方案。最后，立法机关会进行表决，决定是否批准议案进入三读。 通过二读后，一般会直接进入三读进程，并再进行表决。三读通过后，法案便在立法机关中正式通过，经过若干行政进程后便正式生效。
