外交官衔根据国际惯例，对外交官有一套制式化的称谓。

至十九世纪初期，欧洲各国才开始拥有自行一套的外交官衔，由于各国派遣外交人员参与桌上会议时，常发生各国视自己的外交人员层级高于其他国家，因此外交官衔的差异也引起不少外交纷争。

为了解决此一问题，1815年举行的维也纳会议正式制定了外交人员的五个官衔:

一、特命全权大使：简称大使，是一国家元首向驻在国派遣的最高级外交代表，教廷大使则依据传统由同辈年纪最长者(Primus inter pares)出任，而英联邦成员国相互派驻的最高级外交代表则以高级专员称之。
